An online continuing education for digital governance and cybersecurity advocates!

The University of the Philippines – Centre International de Formation des Autorités et Leaders (UP-CIFAL) Philippines offers the Professional Course on Digital Governance and Cybersecurity (PCDGC). The course highlights technology and digital operation, what it offers as possibilities and opportunities for 21st century governance, whilst recognizing the risks and challenges of cybersecurity. The course contributes to an in-depth appreciation of the Sustainable Development Goal 16: “Peace, Justice, and Strong Institutions”.

Course Objectives of the Professional Course on Digital Governance and Cybersecurity Application 2022

  • Connect digital technology and its value to the operations and services of the public and private sectors;
  • Demonstrate the links of local, national, global sources of threats to cyber security and how these pose as challenges to lives,
    work, and rights of people and sectors;
  • Identify and demonstrate adaptive and innovative practices that may be responsive to digital technology challenges; and
  • Demonstrate adaptive and innovative measures through applied functions that are responsive to issues of governance,
    cybersecurity and sustainable development.

(PCDGC) and the UN SDGs

Taking off from the Sustainable Development Goals (SDG) of the United Nations to which the Philippines is a signatory, the Professional Course on Digital Governance and Cybersecurity (PCDGC) is an initiative in response to the realization of the 2030 Agenda for Sustainable Development, particularly SDG 16: Peace, Justice, and Strong Institutions.

In line with SDG 16, the course aims to strengthen capacities to Target 16.3, which is to “promote the rule of law at the national and international levels and ensure equal access to justice for all”, and target 16.A, which is to “strengthen relevant national institutions, including through international cooperation, for building capacity at all levels, in particular in developing countries, to prevent violence and combat terrorism and crime”.

The course will engender capacity building amongst government agencies including local government units, and private groups on the promotion of cybersecurity and prevention of cybercrime, and the many facets of a “networked governance”. As such, the course creates applied and solution- seeking learning experiences that will touch on the sustainability of institutions such as the judiciary, police, and other agencies including citizens and communities to achieve a whole of society approach in guarding the rule of law.
