ALLEA European Fund for Displaced Scientists (EFDS) 2022 To Support Academic Institutions In Europe That Are Accepting Ukrainian Scholars Displaced By The War
ALLEA, the European Federation of Academies of Sciences and Humanities, is launching the call for applications for Funding Line 1 of the European Fund for Displaced Scientists (EFDS). Funding Line 1 provides funds to academic institutions (including universities, academies, and other research-performing organisations) within the Council of Europe region that are willing and able to host displaced Ukrainian scholars.
The European Fund for Displaced Scientists (EFDS) has been established through a partnership between ALLEA and the Breakthrough Prize Foundation to support scholars and scientific institutions impacted by the war in Ukraine. The programme, endowed with $1.5 million, will provide funding to academic institutions in Europe to host displaced scholars, as well as to affected Ukrainian research institutions to help them maintain their operations and rebuild their scientific facilities and research collaborations.
Hosting institutions will integrate Ukrainian scholars into existing or new research projects and departments, and commit to supporting them by providing the required infrastructure for scholars to continue their research work in a safe environment. The EFDS programme will offer a monthly stipend for up to 12 months. Applications may only be submitted by the prospective host institutions, and the maximum amount should not exceed €25,000 per hosting arrangement. There is no limit as to how many scholars an institution can apply funding for.
Who benefits?
The funding programme aims to help scholars from all nationalities and scientific disciplines who have left or are seeking to leave Ukraine as a consequence of the war (the beneficiaries). Eligible beneficiaries include postdoctoral and senior researchers, as well as assistant, associate or full professors affiliated with Ukrainian academic and/or research-performing institutions. Proof of affiliation of the beneficiary with a Ukrainian institution must be provided as part of the application.
Who selects?
The selection process is carried out by an independent selection committee chaired by the ALLEA President and composed of senior officials from international, pan-European science organisations, representing universities, funding institutions, and individual researchers.
Criteria and selection procedures
- Hosting institutions will integrate the beneficiaries into existing or new research projects and departments, and commit to supporting them by providing the required infrastructure for Ukrainian scientists to continue their research work in a safe environment.
- The programme will offer a monthly stipend for up to 12 months. As a rule, the maximum amount per hosting arrangement should not exceed €25,000 per beneficiary, and will be determined in accordance with the beneficiary’s academic position and the regulations of the hosting institutions.
- The selection process will be performed by the independent EFDS selection committee on the basis of the application and taking into account further relevant criteria and considerations as appropriate and unanimously agreed upon by the committee members.
- Successful applicants will be informed about the conditions of the grant without delay. Disbursement procedures, reporting and other requirements will be formalised and acknowledged in a cooperation agreement between ALLEA and the host institution.

Applications will be received in two different rounds. To be considered for the first round, please submit your complete application by 1 July 2022. Information about the second round will be provided here in due course.
